Designing a Model for Assessing the Maturity Levels of Executive Bodies in Implementing the Performance Evaluation System

Abstract
Background & Purpose: Given the existing disarray in the performance evaluation of executive bodies in the country, the government ratified a performance evaluation directive in 2017 to create a more integrated and cohesive evaluation system within these agencies. This directive established a relatively clear and stable framework for assessing the performance of employees and managers. Since not all agencies have implemented the performance evaluation system uniformly, this study aims to design a model for measuring the maturity level of executive bodies in implementing the performance evaluation system.
Methodology: In this research, through qualitative content analysis of the literature and performance evaluation directive, a maturity level model for the performance evaluation system of the country's executive agencies was designed.
Findings: The study identified a model of maturity levels of performance evaluation of executive bodies, along with associated metrics. The maturity levels include attention to necessities, unstructured implementation, structured implementation, integration with other human resource systems, and creativity and innovation in evaluation.
Conclusion: Given the inconsistent establishment of the performance evaluation system across executive bodies, the proposed maturity level model for performance evaluation can help identify the strengths and weaknesses of each agency and facilitate the continuous improvement of performance evaluation processes for employees and managers. This model can serve as a valuable tool for better oversight and guidance of agencies aimed at enhancing the productivity of the administrative system.
