خطاهای رایج در شناسایی و انتخاب مدیران در مدیریت بخش عمومی

چکیده
زمینه و هدف: انتخاب و به‌کارگماری مدیران در بخش دولتی، فرایندی بنیادین و اثرگذار بر کارآمدی نظام اداری و تحقق اهداف توسعه‌ای کشور محسوب می‌شود. مدیران شایسته، سکان‌داران تحول و پیشرفت در سازمان‌های دولتی هستند و در ارتقای حکمرانی و پاسخ‌گویی، نقش محوری ایفا می‌کنند. از این رو، گزینش صحیح مدیران، فراتر از یک اقدام اداری معمول، تصمیمی راهبردی با پیامدهای گسترده بر عملکرد سازمان‌ها و اعتماد عمومی است. انتصاب مدیران توانمند، زمینه را برای ابتکارهای تحول‌آفرین، بهبود مستمر فرایندها و استقرار فرهنگ تعالی در بخش دولتی فراهم می‌سازد. هدف اصلی این پژوهش، شناسایی و تبیین خطاهای تکرارشونده انتصاباتی و ارائۀ راه‌کارهای عملی برای بهبود این فرایند است.
روش: پژوهش حاضر با رویکردی پدیدارشناسانه و با اتکا به روش خودپدیدارشناسی، به بررسی عمیق خطاهای رایج در فرایند انتخاب و انتصاب مدیران بخش دولتی می‌پردازد. در این راستا، تجربه‌های زیستۀ نویسندگان، به‌عنوان پژوهشگران نظام اداری، تحلیل و واکاوی شده است.
یافته‌ها: یافته‌های این پژوهش، خطاهای شناختی و ادراکی، خطاهای سیستمی و فرایندی و خطاهای فرهنگی و ساختاری را به‌عنوان مهم‌ترین دسته‌های خطاهای رایج در انتصاب مدیران بخش دولتی شناسایی کرد. شناسایی این خطاها، زمینه را برای کاهش انتخاب‌های سلیقه‌ای و ذهنی، توجه بیشتر به شایستگی‌های واقعی و در نهایت، انتصاب مدیران کارآمدتر فراهم می‌سازد.
نتیجه‌گیری: نتایج این پژوهش، بر ضرورت بازنگری اساسی در رویکردها و فرایندهای موجود و حرکت به‌سوی انتخاب و انتصاب مدیران بر مبنای شایستگی، شفافیت و داده‌های عینی خاطر نشان می‌کند.
