چکیده
زمینه و هدف: برنامه‌ریزی نیروی انسانی متخصص در حوزۀ فناوری‌های دیجیتال، به‌دلیل تحولات سریع این فناوری‌ها، به چالشی حیاتی برای سازمان‌ها تبدیل شده است. این پژوهش با هدف ریشه‌یابی چالش‌های برنامه‌ریزی نیروی انسانی در معاونت فناوری‌های دیجیتال دانشگاه تهران، به‌عنوان محور خدمات دیجیتال دانشگاه، انجام شد.
روش: این مطالعه کیفی با به‌کارگیری مصاحبه‌های نیمه‌ساختاریافته با ۱۸ مدیر و کارشناس (انتخاب شده به روش گلولۀ برفی تا رسیدن به اشباع نظری) انجام شد. داده‌ها با استفاده از تحلیل محتوای کیفی و تحلیل ریشه‌ای عوامل (RCA) تجزیه‌وتحلیل شدند.
یافته‌ها: بر اساس تحلیل داده‌ها، چهار عامل ریشه‌ای اصلی شناسایی شد. این عوامل به‌ترتیب تأثیر عبارت‌اند از: ۱. نابرابری در حقوق و مزایا و رقابت با بازار کار (۲۵/۲۵درصد کدها)؛ ۲. ابهام در رهبری و راهبردهای دیجیتال (۱۸/۸۱درصد)؛ ۳. کمبود تخصص‌های لازم و آموزش مهارتی (۱۵/۶درصد)؛ 4. مشکلات فرایندی و ساختار سازمانی (۱۵/۳۵درصد) بودند. این عوامل به‌طور کلی به کاهش انگیزه و ماندگاری نیرو، ناپایداری عملیاتی، کندی در به‌روزرسانی فناوری و محدودیت در جذب و ارتقا منجر شده‌اند و در نهایت پیامدهایی چون کاهش روحیه کارکنان، افزایش ترک‌خدمت متخصصان و تضعیف ظرفیت نوآوری سازمانی را در پی داشته‌اند.
نتیجه‌گیری: یافته‌ها بر لزوم بازنگری اساسی در نظام جبران خدمت، تدوین راهبرد دیجیتال شفاف، سرمایه‌گذاری مستمر در آموزش و اصلاح ساختارهای سازمانی برای حفظ نیروی متخصص و تسریع تحول دیجیتال در دانشگاه‌ها و سازمان‌های مشابه تأکید می‌کند.
